Jack, Observed rainfall is not assimilated in the operational NCEP RUC. However, there is an assimilation of observed radar reflectivity in the experimental 'dev' and 'dev2' runs at FSL. Real-time products from both available from the RUC web page. The RUC FAQ (http://ruc.fsl.noaa.gov/RUC.faq.html) describes the current differences between the different RUC runs. The assimilation of radar reflectivity is being tested toward implementation into the operational NCEP RUC, and gives, as you would hope, some improvement in precipitation forecasts, especially at short range.
