Rainfall included in assimilation ?

Is observed rainfall included in the assimilation, to update the ground water? I had the vague idea that it was included but looking at the "Data for 20-km RUC at NCEP" side from the on-line 20km RUC PowerPoint presentation would indicate that there is no such assimilation.
