Fix to RUC boundary, problems on Tues

A fix was made to the RUC lateral boundary condition code today (Wed) at 18z, in response to a problem starting Monday night through last evening, causing a few crashes. A very shallow cold airmass was present over NE British Columbia, which resulted to nudging to non-physical lapse rates on the RUC model north boundary. This problem is now corrected. Stan Benjamin
