David, As you may or may not know, the RUC (Rapid Update Cycle) model was replaced by the RAP (Rapid Refresh) in May 2012. The RAP uses a version of the WRF -ARW model and runs hourly like the RUC did. We do not maintain an archive of RAP analysis and forecast gridded data. Gridded data on pressure levels are available from https://www.ncdc.noaa.gov/data-access/model-data/model-datasets/rapid-refresh-rap Sounding data can be constructed from these 3-d fields. Unfortunately, the native level data is not saved, so there is some smoothing of the soundings in the vertical arising from the interpolation to the pressure-level data.
