no lake ice in FSL RUC runs

Today we found that the ice cover files normally ftp'd from NCEP to support FSL RUC runs had not been copied since about 1 June. The main problem with this has been the ice cover developing in recent weeks over parts of the Great Lakes, especially Lake Erie. Probably the biggest problem from this has been an adverse effect on lake-effect snow east of Lake Erie. There has also been temperature problems in Manitoba in the FSL runs near Lake Winnepeg and Manitoba, which were also open.

This problem was fixed as of 22z today. There was no problem with the operational RUC from NCEP. Also, the daily hi-res sea/lake surface temp fields have been updating properly for both the NCEP RUC and FSL RUC versions.
