Message: fix to distinguish 1-h and 3-h precip

A fix was made today as of the 18Z run to properly distinguish in the GRIB message the 3-h and 1-h (non-convective and convective) precip accumulations. Before this, they were distinguishable only by looking to see which was larger.

Did this cause any problems out there in interpretation of precip values? Is it possible that anyone interpreted 1-h values as 3-h accumulations?
