Change Details - New Hourly Model Radar Reflectivity Statistics

28-Nov-2017 (production and beta, on new server): Queries for PODy/n and FAR were incorrect and have been fixed. Routine(s) changed: get_precip_stats.cgi.
07-Dec-2010 (beta): First working version. Modeled after the Model Ceiling Statistics page. This uses data from the 'radar_sums' database on wolphin.
