Change Details - Model-METAR Ceiling Display

- Got this running with the 'ceiling2' database. The only model
currently running is RR1h_prs.
- 9-March-2017 (on new server)
- Cleaned up things to get them working again. Routine Changed: StationLoader, CeilLoader,
get_stations.cgi, get_ceil_data.cgi.
- 27-Feb-2015
- Updated the year drop-down menu to include the current year
(always). Routine Changed: LoadFrame.

- Adapted this from the ceiling-visibility plan view display
