Our apologies here: we have known about this bug for a week now and were waiting until a fix was ready before making a post here in the forum. It has taken longer than expected to find the source of the error - I should have gone ahead and posted sooner.

In a nutshell, with the implementation of the RAP V2 at NCEP, we started generating simulated satellite products in the "pgrb" files. Activating these new parameters exposed a flaw in the WRF unified post processor used by the RAP, related to the solar zenith angle used to compute the incoming shortwave flux.

The bottom line is that this parameter is fine in the "pgrb" and "awip32" files, but it's hosed in the "bgrb" files. We now have a fix, and it will go into the model as a crisis implementation next week. I'll post again when we have a date.
