computation of VFR/IFR in RUC

What are the parameters used to determine VFR/IFR conditions in the RUC model? Is it based solely on the visibility and ceiling that the model forecasts for that location or are there other factors? In connection with that, what is used to forecast visibility and ceiling? Thanks.
