NCEP vs GSD GRIB parameter ordering conflict

As of last week I see that NCEP has altered the parameter ordering of their 20km RUC GRIB files such that for NCEP-generated files the U and V velocities are now interwoven for each level, vice the previous sequential U for all levels then V for all levels which is still the case for GSD-generated RUC 20km GRIB files. In all other respects the parameters and their ordering in those files are identical. Is this change also going to occur at GSD or will there continue to be a different parameter ordering for GSD vs NCEP RUC GRIB files? Or was GSD change an inadvertent error? Jack
