Convert ix/iy to lon/lat RAP 130 data

Hi There,
I'm trying to using rap_130 grib2 data. The x/y = 451/337 grid points. I need to convert the x/y to lon/lat in degrees instead of km. Can anybody help? Or if you have a geo_dm.nc file for this already? Thanks a lot!
