RUC 20km 10m wind data

Hello! We are currently using RAP and RUC data for a research project at our University and are unable to get the 10m wind vectors to display properly for the RUC data. RAP data looks fine when compared to reanalysis, but the RUC data plots askew (i.e. wrong direction/rotated). We read that the data needs to be transformed to plot (using matplotlib and basemap in python) however when we rotate it, all the winds point in the same direction. Does anyone have a way to properly plot this in any programming language? Thanks in advance!
