improved lake surface temps in HRRR and RAP

It was found this spring that lake surface temperatures for smaller lakes was too low, especially in the western US. A problem was identified and a change was made on 12 July for the operational HRRR and RAP at NCEP to use only the RTG_SST_HR data set including over continental areas from which lake surface temperatures are identified. This same change was made 1 month earlier (on 13 June) for the experimental HRRR/RAP runs from ESRL.
