HRRR SST correction

It was discovered earlier this week that the NCEP operational HRRR did not assimilate any sea-surface temperature (SST) observational data for the past several weeks, so the model was in effect using SSTs from early November. The error was introduced by an upgrade to the NCEP SST products and was not noticed until this week.

The correction was made beginning with the 01z cycle on 22 December. This issue did NOT affect the RAP. We apologize for not catching the problem sooner. I've posted an image where one can see the SSTs before (bottom) and after (top) the fix at
