RAP data download sites question

Hello,

I have a process which uses dld_inv.pl and dld_grib.pl to subset RAP 13km data from the following location:
http://weather.noaa.gov/pub/SL.us008001/ST.opnl/

where the remainder of the path is built dynamically based on time, e.g.:
http://weather.noaa.gov/pub/SL.us008001/ST.opnl/MT.rap_CY.19/RD.20150818/PT.grid_DF.gr2/fh.0001_tl.press_gr.bgrib13.idx

There was a glitch in the last couple of hours such that the 17Z and 18Z data are not available. 17Z contains yesterdays data at the time of this writing, and the 18Z path is different than the usual convention. It looks like as of 19Z the issue has been corrected.

I found an alternate site for the 13 km data at:
http://nomads.ncdc.noaa.gov/data/rap130/

which was apparently unaffected by glitch. My questions are:
- is this the same data at both sites? It appears so based on the inventory files. Want to make sure I am not missing something.
- is there a reason to prefer one site over the other?
