HRRR Content Questions

Hello, I have been working with processing the new HRRR GRIB2 files on the NCEP FTP server & have notices some things which prompt me to ask; 1) Why was the Complex Packing option chosen instead of the JPEG2000 Compression for the GRIB messages? 2) I noticed a few GRIB messages had more bytes (up to 2,608,791) than there were grid points (1799 x 1059 = 1,905,141)...presuming one byte/grid point. Most of the messages were smaller than 1,905,141. Why the extra data? Thanks in advance,
