forecast interpretation

Hi everyone,

I have troubles interpreting the output of the RAP model. Its description explains that it rolls out an hourly-based forecasts for 18 hours ahead of the actual time. Are these forecasts averaged over the course of each hour or represent the forecast for the top of each hour only? In other words, the forecast for the next 18 hours should be interpreted as a step-wise function or a discrete pointer at the top of each hour?
