Updates to ESRL RAP/HRRR in Jan-April 2014

Hello, all -- For those of you using the ESRL-run 13km Rapid Refresh and 3km HRRR, a significant set of assimilation/model changes were made in the Jan-early April period to the experimental ESRL versions, which are summarized in this document: http://ruc.noaa.gov/pdf/ESRLRAPHRRRchanges2014.pdf. The RAP changes (RAPv3) will become the 2015 upgrade to the NCEP RAP. The HRRR changes will go into the NCEP implementation of the HRRR planned for late summer 2014. -Stan
