Hello, A major upgrade to the Rapid Refresh is planned for implementation at NCEP on 17 Dec 2013 with a focus on changes to model physics and assimilation of radar and surface observations. NWS just released a Technical Implementation Note on the RAPv2 upgrade at http://www.nws.noaa.gov/om/notification/tin13-38rap.htm. A summary of the changes in RAP for RAP version 2 are described in http://ruc.noaa.gov/pdf/EMC_RAPV2_Upgrade-HRRR-final-14aug2013.pdf. An implementation of the 3km High-Resolution Rapid Refresh is planned for March-April 2014 -- more information on that subsequent implementation will be posted later. Stan Benjamin
