The "pgrb" 130 files do contain the u and v storm motion component fields. They are labeled as 0-6 km fields. They appear to be records 298 and 299 in the grib1 files and 252 and 253 in the grib2 files. This is a good time to remind everyone that this parameter represents the motion of an individual convective element and not the motion of a synoptic storm like Sandy.
