RAP Grids and Data

We have been looking at the RAP initialization data files. One question that I have not found an answer to is this: Does the data (such as relative humidity) represent data at the longitude / latitude of the grid point or data for a cell area, where the longitude / latitude represent the center point of a grid cell?
