problem with ice field in RUC for last 24h

Hello,

There were erroneously cold temperatures in the NCEP RUC at low levels from 00z 19 Dec through 23z 19 Dec, causing near 0 deg C temps over oceans for all grid points north of 22 deg N.

This was caused by a problem with an ice/snow file at NCEP starting yesterday afternoon, with ice cover indicated for all ocean areas north of about 22 deg N. This erroneous ice/snow file was used in the NCEP RUC and NCEP experimental Rapid Refresh and NCEP SREF. This file is updated daily, and the new file available late today was corrected. The RUC data has been OK, without this problem, starting 00z tonight 20 Dec.

The ESRL Rapid Refresh did not have any problem, since the erroneous ice/snow file was not used in it. Apologies to all users.
