Op20 13km to 20km interpolation assumed linear?

Hi, I have been tasked to generate from a 13km rapid refresh model grid a 20km grid. I wanted to know if the NECP Op20 (NCEP 13km RUC on 20km grid) used in the http://rucsoundings.noaa.gov/beta/ site assumes linear interpolation? or would be highly appreciated to know what algorithm was used?
