TAMDAR now in oper RUC - 15z today

As of the 15z run today, TAMDAR aircraft observations have been added to the operational RUC. Since then, about 1200 TAMDAR obs have been assimilated each hour into the RUC cycle. Thanks to Geoff Manikin at NCEP/EMC and NCEP/NCO colleagues for work on this. Stan Benjamin
