Op20 soundings now from grib2 files

As of 11 Feb 2008, NCEP has stopped providing RUC output in grib format. So, as of today, the RUC soundings display (at http://rucsoundings.noaa.gov/) read Op20 sounding data from grib2 files. As a result, Op20 soundings load 4-5 times more slowly than before. Also, the indicated distance between the input sounding site and the nearest RUC grid point changes slightly (by a small fraction of the grid spacing).

(GSD does generate netCDF format files for some forecast hours. These would load much more quickly, but would not provide as many, or as up-to-date, forecasts as are available in grib2.)
