Help decoding grib file

Hi All,
I'm new to grib and RUC so please forgive my sillt questions. I'm a MSc student studying computer science. I'm developing a optimal route planner for aircrafts. I have the isobaric grib file (pgrb). But I have no idea how to decode it. I looked at documentation at RUC website but it's impossible for me understand. All I want is to get data at a perticular point (or area). For example get data at all altitudes for a lat/lon point(or area). How do I get accomplish this? wgrib just displays coded outout and has only 315 records.

Are there any tools that will display meaningful data? I tried few tools and they did not display what I wanted.

Are there any C/C++ functions/libraries to get the data by inputing the lat/lon?

Any help is greatly appriciated.
