Scott,

"Best CAPE" from the RUC is equivalent to MUCAPE (most unstable CAPE). I just added this info to the link on RUC post-processing diagnostic variables at http://ruc.noaa.gov/vartxt.html#CAPE-def. Surface CAPE from the RUC is equivalent to MLCAPE (mixed-layer CAPE) since the RUC CAPE calculation includes averaging over the lowest 50 hPa even for "surface" CAPE (more in info at link). I just updated http://ruc.noaa.gov/vartxt.html overall and welcome other questions to clarify its information. Thanks for asking.
