While the order of the variables in a GRIB file is typically consistent, it is better to key off the parameter and level names in the index to locate variables. As you noted the order of the parameters sometimes change. Determining the index for the field, based on the inventory, ensures that the correct field is loaded.

Here is an example of creating an ieee file using wgrib taken from
http://www.cpc.ncep.noaa.gov/products/wesley/wgrib.html

wgrib -s grib_file | grep ":UGRD:" | grep ':50 mb:' | wgrib -i -s -ieee -h grib_file
