The reason for the change is that NCO is now sending grib2 files to the server in addition to grib1. The order of the records in the grib2 files differs from that of the grib1 files. In fact, there has been no change at NCEP to the order of the records in the grib1 files we generate directly from the model.

What's happening is that NCO is no longer sending those grib1 files that we generate directly from the model to the server. Instead, they are sending the grib2 files and then converting those grib2 files to grib1 right there on the server. So, the grib1 files on the server maintain that different ordering of parameters found in the grib2 files.

Sorry for not advertising this change in advance. I had no idea that they would do it this way.
