Scott,
thanks for noticing and reporting the absence of an analysis when you select 'latest' in the RUC soundings at http://rucsoundings.noaa.gov/.

This was a problem caused by the missing timestamps referred to in
http://ruc.fsl.noaa.gov/forum/f2/admin/Welcome.cgi/noframes/read/1481 .

We neglected to fix the timestamps in one place, and so when you asked for the 'latest' soundings, the time window didn't correctly start with the time of the most recent analysis.

I believe this is fixed now.

Regarding your other question of why the 9 hour forecast isn't (always) available, that is a function of the number of forecast hours generated from each model run. These vary with hour of the day, and between different model runs, and change periodically when we need to conserve disk space. (Each model forecast takes considerable disk space).

The algorith used for presenting soundings for a particular hour and particular model is to take the sounding with the shortest forecast projection valid at the hour needed, regardless of when the model ran. This can result in rather inscrutable forecast projections showing at various valid times. Unfortunately, its impossible to predict in general what the shortest available forecast projection at a particular valid time will be without knowing the current details of our model run schedule.
