In your figure http://chesavtraining.com/images/Sparse-data-mid-level.gif , there are really only two RUC levels between 5 Kft and 15 Kft, not three. The sounding display software generates interpolated data at mandatory levels (1000, 925, 850, 700, 500, 400, 300, 250, 150, 100 mb). So, one of the two data points that are very close together near 700 mb is the interpolated value at exactly 700 mb.

I'll leave it to the modelers to clarify the meteorological conditions under which there can be so few RUC levels in a 10 Kft interval.
