13km topo, sfc press- change to oper RUC tomorrow

RUC users, A change is planned for the operational 13km RUC tomorrow at 13z including 2 changes: 1) More detailed 13km terrain elevation. As reported earlier this summer, the 13km topography originally implemented was more smooth than intended. This change corrects that shortcoming, and now uses a more detailed topo field. This produces more orographic effects on near surface winds and precipitation, a result from the sharper topography in the RUC model as well as in post-processing. This topic was last discussed in a previous forum post in http://ruc.fsl.noaa.gov/forum/f2/Welcome.cgi/read/1364. 2) Post-processing changes.
b) The surface-based CAPE/CIN is now properly included in the RUC surface (sgrb). The 3-h pressure tendency may temporarily look unusual from 13-15z tomorrow. The change is planned such that there should be no effect on RUC heights at 13z, although if there is any problem at 13z, it should be only for that time and without problem by the 14z run.
