Improved convection/Rita in development RUC13

As of this evening in the 00z run (22 Sept 05), the development RUC13 model running at FSL has introduced a modification to the Grell-Devenyi convective parameterization to properly normalize for different closures over ocean areas. The corrected version shows a much more consistent areas of convection over warm water regions and was tested extensively for a case study from 27 August for Hurricane Katrina. The dev-13km RUC prediction from 00z tonight for Hurricane Rita is substantially improved with stronger surface winds, precipitation, and deepening (see products from the 13km dev RUC on the RUC web site at http://ruc.fsl.noaa.gov/pig.cgi?13km_D2). This improvement will be tested further in real-time runs and case studies at FSL this fall, after which it will later be introduced into the operational 13km RUC at NCEP.
