Another RUC20 soil moisture update

Yesterday at 15z, NCEP and FSL 'updated' again the soil moisture/temperature fields in the operational RUC20 to avoid excessive dryness that had developed. (Note previous post on this topic from 17 Feb 05.) The update was achieved again by copying a RUC 1-h forecast background from an FSL experimental RUC cycle with a more accurate soil moisture field. The better soil moisture fields from the FSL RUC run are a result of new modifications for soil moisture nudging, convective and stable precipitation, and data assimilation. These modifications are all part of the upcoming 13km RUC, which continues in parallel testing at NCEP and at FSL. (Update message on the RUC13 will be posted soon.)

Users of the operational RUC may notice as of yesterday less dryness in 2m dewpoint, CAPE, and precipitation.
