fix to raob handling at NCEP

A fix was made to the operational RUC at NCEP at 17z on Tuesday (yesterday) to eliminate very intermittent problems with pre-analysis processing of raob wind data at mandatory levels. This was a problem only in the NCEP RUC, but not in the FSL experimental RUC versions. We were also able to determine the specific events when this contamination of raob wind data has happened this year:
00z - 8 March 2005
12z - 4 March 2005
12z - 26 February 2005
12z - 2 February 2005
(none in January)

Most of the contaminated wind data was flagged by the subsequent buddy check QC in the RUC, but not all of it.

It is fixed now, and if anyone remember any unusual RUC behavior on Monday night's 00z RUC run, this may account for it. The problem was detected as part of the RUC13 testing at NCEP -- thanks to Geoff Manikin at EMC and colleagues at FSL for their help.
