new RUC-related AMS conf papers

There are a number of upcoming conference papers at the AMS aviation and severe local storms meetings in October related to the RUC. The RUC publications list at http://ruc.fsl.noaa.gov/RUC.pubs.html is updated with this papers, including links to PDF files for each. These papers include topics such as the 13km RUC, tests of the WRF-RUC application, probabilistic convective forecasts, impact of GPS-IPW in severe weather season, LLJ wind forecasts, assimilation of METAR cloud/vis data, use of PBL depth in assimilation, scale-dependent precipitation verification, and an upcoming TAMDAR (regional aircraft obs) experiment.
