Jack,
Land-use and soil parameters are 'generally' the same between NCEP RUC and multiple FSL RUC versions, with the exception that the coastline definition in the dev2 FSL run is slightly different. This coastline definition will be changing in all of the RUC versions within the next few weeks. Differences in surface temperature between the dev or dev2 RUC from FSL vs. the NCEP RUC are more likely ascribed to the vertical advection of moisture difference (also changing in the NCEP RUC in a few weeks), giving a higher soil moisture, or possibly to the radar reflectivity assimilation in the dev and dev2 runs.
