correction to Isabel position in FSL RUC runs

This morning, we swapped in a 1h forecast background field from the operational NCEP RUC into the FSL RUC runs, including the backup FSL RUC, and the experimental dev and dev2 runs (see index on RUC web page). The reason for this was because the NCEP RUC had a somewhat more accurate position of Hurricane Isabel due to its assimilation of dropsonde data from reconnaissance aircraft -- these data had not been getting assimilated into the FSL RUC runs.

The backup RUC was corrected as of the 14z run, and the dev and dev2 cycles were corrected as of the 18z run. We are working to correct the assimilation of dropsonde data in the FSL RUC cycles for future tropical storm events.
