Stephen,
 Due to increased network traffic and server loads at NCEP we've been experiencing some failures and delays retrieving the 20km RUC grids. Systems people at FSL are attempting to resolve this problem, and have switched the mechanism employed to retrieve these grids.
 In the mean time I'd suggest you look at the soundings from the MAPS run (20km development RUC version run at FSL) instead. Although it's experimental and not GUARANTEED to be available (MPP's can be fickle), it's generally available before the NCEP RUC.
 These pages are provided on a best effort basis. Although we do our best to make sure they are timely, they should not be used for operational support.
