RUC GRIB heights differ at same pressure?

I found that the height at model level 100000 Pa is occasionally different from the height at the surface when the model output surface pressure is 100000 Pa. Additionally, when the surface pressure is slightly greater, say 100060 Pa, the height at the 100000 Pa level is sometimes less then the surface height. What is causing this error, is it something inherent in the model or something I am goofing up?
