MAPS Data with 98hr fcst ?

When using wgrib to decode MAPS data for 19960901, I get a strange output stating the following:

$ wgrib 9624500009800.grib

What is causing the '98hr fcst'? Shouldn't this say 'anl'?
Any got any clues?
