Message: Vector rotation for Eta Grid 104

I understand that this projection is a secant polar stereographic projection. To go from the Eta Grid 104 data to Lat,long coordiates, one will need a rotation. What is it? ( FAA plans to use Eta Grid 104 as back-up for RUC/ITWS)
