Message: Wind vector representation in Lambert Conformal projection

CTAS is using RUC output Grid 236. The wind vectors are given in (u,v) Lambert Conformal(LC) components. Here is the question: when a wind vector is measured on or above the earth surface, it is presumably in (Lat,long) coordinates. To represent this wind vector correctly in the LC projection it would have to be rotated and even scaled i.e. multiplied with a number greater than 1. Has this been done?
