Rabi,
 There is a routine that will go from lat/lon to xi/xj called w3fb11.f (from NCEP). You can get it from the RUC web page under http://ruc.fsl.noaa.gov/MAPS.domain.cgi, and then click on the last choice (Example FORTRAN ...).

The example here is for going from the old 60km lat/lon to 40km xi/xj, but it is directly applicable for what you are trying to do.
