I don't recall that there was ever a time since the RUC
began running (Sep 1994, I believe) operationally at NCEP
that it has run with only mandatory-lvl data xcpt when
there were temporary data problems. The RUC has always
been run with as much timely data as is available
at NCEP; there is now a greater variety of data types
(esp. satellite) available now than when RUC first started
running.
