Message: Lambert Conformal to Oblique Stereographic

Do you have either a C or FORTRAN routine, which can be used to convert the u and
v components of the wind from the RUC2 grid (Lambert conformal projection) to an
oblique stereographic projection? If so, could you please post this routine.
