I am planning to use RUC analysis to initialize
a mesoscale model. Is there a need to include
upper air and surface observations from NCEP?

I could be wrong, but the upper air and surface
observations are included in the RUC analysis
anyways, so there really isn't a need to
include upper air and surface observations
if RUC analysis is used.
