Message: convection in the Gulf--lack of

Adrian and I were just looking at a convective system in the Gulf that had
three 727 aircraft report level 5 (severe) turbulence at 29,000 ft.
The satellite image shows the system, but none of the diagnostics or the
prognostic from the 2-h RUCII forecast from 15Z on March 17 show turbulence.
Any thoughts on why this convection might not have been forecast?
