Message: RUC-2 on the OSO

The Grib output from the RUC-2 on the OSO server was
moved from /offutt/pggrib to /ncepe/pggrib.
The subdirectory structure (i.e.
ruc2a.YYMMDD) remains
the same. For example: todays grib data can be found in
/ncepe/pggrib/ruc2a.980311
